>

Two booklets prepared by the Chief Technical Examiner may be circulated to all the Departments, Boards/Corporations etc. to be used as useful checklists

>

If the items to be purchased/jobs to be done are highly specialized and limited tenders have to be invited, then it is necessary to ensure that there is no cartel formation

>

Consultants prepare the list of parties from whom limited tenders are to be invited and the departments/organizations make no effort to scrutinize or verify the list

>

Sometimes purchases have been made which would last much longer than the shelf life of the material concerned. This should be avoided

>

SOR should be revised regularly and only on the basis of realistic rate analysis

>

There would be no ground to approve any bid other than L1, except when the rates quoted by L1 are found to be unworkable

>

A competent officer in the deptt./org. should always supervise the work done by the consultants
